Perhaps a port flag? I have no record of it being regular naval, so i would say, if real, it falls into the merchant marine area, maybe port, etc.

Wouldn't it be from one of the Baltic Republic? If so, it could be the flag of that Repubklic's Minister.

I do not see any evidence that it would be from one of the other republics, but i guess its possible. i do not think that any of the republics would have seperate naval ministers who had a seperate flag; if its post soviet, then the design is very retro!
