Is this one from Russia after 1990?

I think this one is from Cuba - note the crest on the top of the badge.

Here are the second and third class Cuban versions of the Soviet style Combined Arms badge for ensigns and officers.

Were those made in the USSR or localy?
I am asking because apparently lots of Cuban stuff was made in the Soviet Union.

Al,

To my knowledge the earlier badges, these along with the para and class, soviet style badges were made in the Soviet Union.
Many of the other badges were made in the GDR (VEB Präwema, Markneukirchen) and more recently Cuban made.
Also now parts are made in China and they are assembled in Cuba. This refers to Medals also.
