This happens to be an Badge (Тэмдгээр) as stated on the document and not a Medal (Медалийн) which is indicated on the award documents of Mongolian Medals.
The full Mongolian title is "Цагдан Сэргийлэх Байгууллагын 50 Жилийн Ойн" Хундэт Тэмдгээр.
