What do you think? Shouldn't there be white enamel on the outer part or could this be a variation?

Hi,
How you can see is:
за от личную артиллерийскую подготовку
for Artillery training on personal
Var a 1936 - 1941 numbered brass screw silver enamel
Var b 1946 - 1962 unnumbered brass screw enamel
with white enamel is :
за от личную артиллерийскую стрельбу
of artillery fire from the personal
1936 - 1941 silver gilt enamel brass screw
I am puzzled only to the tips of the guns..
congratulations
a nice piece of history
