The lack of a Ukaz date makes this increasing difficult.
The Bulgarian Medal "For Participation In The Patriotic War 1944-1945" will date from mid-1948. These documents started being issued in January 1948 and by December they were up to 67k. In 1951 there was a new design of document and new name of Medal "Patriotic War 1944-1945". c195,000 awarded by 1955.
Additionally there are two different Тимофей Дмитриевич Дьяченко on "the site". He may or may not be one of those.
