The star, shield and numeral should all be coloured. Doubt they were ever hot enamelled though.

I would also expect them to be coloured, but You have shown three that are not, but still have te attachment pins.

Someone on the production line may have been practising on these. Unfinished DPRK awards come onto the market surprisingly frequently.
