What you have is a second type of the Honored Worker of the Merchant Fleet Badge. First one was from 1948 and is quite rare, this one is from 1958, and is still obtainable at reasonable prices.

Well 15199 at least. Seriously, I do not know how many. It is hard to get reliable info on these civilian badges.
It was given to any merchant marine sailors who impressed their bosses somehow.
