Order Of The Flag.
"Urdhëri i Flamurit"
Instituted 1945 - 1956. Issued to civilians and soldiers who distinguished themselves in the partisan struggle during WW2. The order is of silver gilt, and shows marching troops surmounted by a woman representing the Albanian fighting spirit. The ribbon is solid red. source: "Europaeiske Ordner i Farver" 1966.

Here is the rather crude Type 3 Order Of The Flag.

Re: Order Of The Flag.
Hello, like its partisan star colleague it seems this order has been widely awarded. I find extremly difficult to find evidence of diplomas for this order. Ans nothing about mint statistics.

Re: Order Of The Flag.
I was offered an original Certificate (and the not gold Order) within the last 6 months (same style as this first one - Vangjel Todi Melo, International Folk Artist) but my contact wanted far too much for it ($200-$300 I think) and I didn't bother even trying to haggle. It was another "boiler plate" type Document with a generic reason for award.
Going through the opened Albanian archives and looking at the available Decrees, I've never seen mention of this award in anything open to the public - though there are still many missing or closed Decrees. I haven't checked their archives for anything but information relating to newly arrived awards in the last 2-3 years, so maybe there is some information out there now, but I doubt it. There seems to be a trimming of what is open to the public rather than expanding.
