The Medal "For Naval Merits In The Arctic" (Медаль «За Морские Заслуги В Арктике») was created by Prikaz #167 of 22nd March 2014. The exact award criteria is not yet available but it sort of speaks for itself.

Why do they have to make them look so cheap... I like the ribbon but the coin (or is it just the photo?) looks like something kids win at Kindergarten sports games.

I think it's just the picture. This silver finish is considerably more difficult to photograph than the gold. Modern RF awards are produced by a great number of contractors from the Saint Petersburg/Leningrad Mints to unnamed sources in China. With the State Mints being a quality of 5/5 and the "Chinese" pieces 1/5 this one is probably a 2.5 or 3. The best way to get a quality RF piece is to find a mint mark - the company was proud enough to put their name to it so it can't be that bad. It is considerably better quality than some of the pieces with and oversized font or those that have the dark matt finish - I don't even let those pieces into the collection.
I'd also give the ribbon in this case 3/5 too. There can be great variation there too.
