This seems political since it has a representation of the kremlin.
Fifteenth Congress of somebody? It would appear to be a numbered badge to a delegate to a congress of some type. I have documents to the 13th Congress CPSU (1924) from the same source (acquired a long time ago in the West, like this), including really cool presentation greetings certificates. But this has no red but for the CCCP. Dobrohim used green for their flags (both member and friend of). MODVF had a blue flag. But this is not a flag. ?? It could be something a lot later but must date to before the 1990's based on acquisition date. There are three marks which are mostly illegible in the photo (two lower right one lower left) and I will have to wait to get the badge and take new pictures of extreme close up or with side lighting. This came with in a lot with a variety of stuff both documents and badges. (I have had this since the 90s.) Some belong to old bolsheviks who survived. I have mandate cards and membership cards going back to the 9th/10th party congress and Congress of Soviets (All Russian - 1919 - 1920) and various local guberia congresses and conferences including 15th in Moscow 1927. I looked but no document matches the number 1162. They did not adopt flag pins as a standard until approximately 1924, so I always assumed it was early. A couple of blow ups of the marks where you can make out a series of numbers either 875 or 916. If you look at the circle and assume it faces to the upper right, you can make it out as well. What's the chance it's the "15th xxxxxxxx Conference/Congress/Meeting" that occured in November 1962 (11.62)?

re possibility of date 11.62, I will check to see if there is a dot under the enamel which is cracked at that spot. I may have mandate cards for that as well.

These look like silver hallmarks. Please post magnifies scans when you can, because they can tell a lot. Judging by the screwpost I would guess that this is an earlier badge. Also, I don't think the blue color was ever used for Party congres or conference badges. It could be some sort of NKVD badge (just a wild guess). Alexei |

I cannot get a clear picture of the marks but they are silver marks. The oval is either 875 or 916. :confused: The numbers are blurred and it is one or the other. Under some light the circle is the worker in cloth hat (1927 - 1950's)
The mark on the other side is really difficult to tell because you cannot figure which side is up! There was no dot between the numbers on the front. The numbers are in the base medal not pieces laid on (no rivets/pins). THere appears to be a cross hatch pattern beneathe the blue enamel. And I should have shown the nut which has mickey mouse ears (1920's style) but then it might not be original. The screw has a single flange base and is brass/bronze. Some of the documents with the group are Moscow Guberia, including a green mandate card for 17th (1929) party conference. But 1162 is too many folks for a confernce. Still trying for clear blow up. |

1162 seems unlikely as a year. There is the 1947 Yuri Dolgoruki medal for 800 years of Moscow (first mentioned in records in 1147) and wonderful portfolios given to members of the Supreme Soviet or Central Committee with silver relief of Yuri on the cover, and 9 years later (1156) prince Yuri builds a wooden wall around Moscow. But for 1162 events - the birth of Genghis Khan, not a celebration for Moscow.
Re NKVD and other security forces, I don't think its security. It might be since the Militia/RKM had blue in their egg but this came with political memorabilia. |

This looks like 875 to me, which is silver content. The smaller mark is a factory mark. I was hoping there would be a year on one of those marks.
This looks like a pre-war badge to me. So far I was unable to find anything on the Russian Internet or in my books. Alexei |
