Here is the Title "Republic Of Karakalpakstan's Honoured Irrigator" (Qaraqalpaqstan Respublikasi'na Miyneti Sin’gen Irrigator/Qaraqalpaqstan Respublikasına Miyneti Sin’gen Irrigator/Қарақалпақстан Республикасына Мийнети Сиңген Ирригатор).

This Title is the twenty-eighth highest award of the award system of Karakalpakstan and was founded c1994. This is a Type 1 (Pre-2009 script).
Notice the die break on the coat of arms on the reverse which is a feature of all the Titles issued late in the production run (the same die was used for the reverse of all the Titles so the break is on all of some)

The Title is awarded sparingly and for the following merits;

"«Qaraqalpaqstan Respublikasi’na miyneti sin’gen irrigator» -suw xojali’g’i’ wobektlerin quri’w ha’m paydalani’w menen shug’i’llani’wshi’, suw xojali’g’i’n ja’ne suwg’ari’p yegiletug’i’n diyqanshi’li’qti’ rawajlandi’ri’wda, sonday-aq respublika ta’biyati’n qorg’awda ayri’qsha xi’zmetleri bar, usi’ tarawda, a’dette keminde 15 ji’l islegen suw xojali’g’i’, quri’li’s, joybarlaw, ilimiy-izertlew ha’m basqa da sho’lkemlerdin’ xi’zmetkerlerine beriledi." (15 years service)

To date I have found a single recipient,
