Here is the Medal "For Distinction In Liquidating The Effects Of Emergency Situations" (Медаль «За Отличие В Ликвидации Последствий Чрезвычайной Ситуации»). Founded by ministerial decree #552 on 18th July 2005. Although this Medal covers pretty much any situation that could arise the specialised 2010 fire "campaign" Medal was created for that particular "emergency situation liquidation".
