ID on a cap badge...

Can anyone identify the badge on the slailrs cap. I am aware that this is a post Soviet uniform but I would like to know if it is Ukranian or not....

I was at Ukrainian Navy day in Sevastopol 2 years ago and did not see any cap badges that looked like that!

Azebaijani Navy?

I think this a case of "end-of-military-service-improved-uniform-to-show-of-back-home". So the cap badge is probably some sort of common cap badge that has a new design made by the sailor. A unique uniform and a one-of-a-kind cap badge.
