I have no idea what has happened to this for the ribbon to fray like that. Someone may have been a bit overexcited.

I just got this one at E*** for a quite good price. It remembers me on a colleague at work many years ago. He was an engineer from Russia and he worked on the BAM in these years. He told me some stories how they built a bridge for it in Siberia at minus 45 °C. They worked outside with fur clothes (everything with fur: coat, hat, pants, boots) for not more than 30 min., than they had to go into a wooden shed with an oven inside to warm up for another 30 min. Then again 30 min. out for work etc. and that 12 h per day!!!

That is indeed a great price for one of the rarer civil medals, with booklet. I am envious.
