Anyone recognise this?

Going through the collection and found this badge- apparently a graduate badge and obviously from one of the countries that uses the latin alphabet. I would guess a communications school. I don't think it's made from silver, but seems to have a silver wash- I could be wrong. The nut is almost certainly not original. Someone has scratched "PA" on the back. Any help appreciated.

I´d say Baltic republics.

Yes I also think that the screw plate is not original to the badge (Moscow mint). Looks most likely as a badge from the Baltic republics.
