Birobidzhan Kolhoz Act.
I find the whole Birobidzhan story a great research worthy - from historical, cultural, Jewish and Soviet points of view. Please look at this document - I believe it to be a decree of a Kolkhoz:

I alsways found it incredible that Soviet Jews would be "given" a parcel of land in eastern Siberia with which they had no historical connection. In fact, the land is actually home to several ancient Turko-Mongol peoples. Was there anything voluntary about their resettlement there or was it all forced??
