Medal "Russian Union Of Veterans Of Afghanistan".
Here is the Medal "Russian Union Of Veterans Of Afghanistan" which is surprisingly issued by the "Russian Awards Committee". I have not yet found any evidence if it being awarded by the Russian Union Of Veterans Of Afghanistan although it may be.
