That's a Belarus Medal For Perfect Service (20 Years) (медаль «За бездакорную службу»).

The Medal "For Impeccable Service" (Медаль «За Бездакорную Службу») was founded on 13th April 1995 by Order #3726-XII. Awarded in the same fashion as the Soviet Medals they replaced.

This is a full set of Type 1s.
