I agree with you gentlemen based mostly on the leather diamond on the inside of the cap.
As for who and why? Not a very high-ranking fellow, no doubt. It's a bit too "gray" for a parade cap. I would have to say it would be a service cap. Other than that, we will have to wait on those who are far more knowledgeable than I am regarding uniforms.:) Phillip
