Shawn,
I doubt if they would be airforce wings on the shoulderboard, I was under the impression that if the branch of arm insignia was displyed on the collar then there was no branch of service emblem on the shoulderboard.

Paddy,
It's not a regiment banner, it's just a sign. The whole sentence is "'Da zdravstvuet Marshal of the Soviet Union Comrade Stalin" - "Live Long Marshal of the Soviet Union Comrade Stalin".
It's seems to me that one of the guys on pic is Marshal of Soviet Union Konev.
My grandfather told me a story at a recent family gathering of how he met and interacted with Marshall USSR Konev.
...when stationed in Czechoslovakia with his Katyusha regiment, there happened an ocasion that the Major who was the Commanding Officer was called to the HQ, and his deputy (a captain in rank, but an ultra-intelligent teacher by trade) was left in charge. The Germans started artillery fire, so the captain ordered that all of the Katyusha trucks be moved to a nearby field and parked next to each other.
My grandfather (a senior sargeant) was doing something in that field where the Katyushas were just parked, when all of a sudden three vehicles approached. Two armored vehicles one at the tail end and one at the point end, and Willis automobile. The doors open, and out of the Willis steps out Konev with all of his aides. Since my grandfather was just standing there in awe, Konev turned to him and asked who was in charge of this regiment. My grandfather stated that it was Major "so-and-so", and Konev ordered that the Major be called to him at once. My grandfather then said that the major was at the HQ and the captain was in charge. After Konev shouted for the captain, my grandfather ran off to find the poor guy.
When the captain arrived shortly thereafter, Konev proceeded to ask the guy whether he was in the business of destroying Katyushas, and then ordered him to move the Katyushas from the field because they were all in one spot and one or two shells would destroy the whole regiment. The captain just stood there in complete awe. Then the orders were given and the Katyushas were moved. Coincidentally, as the last Katyusha was being moved, the Germans started to shell the field where the Katyushas were...
