Alfred,
Almost corret.
The plaque says:
As a sign of frindship of the teachers of Jaroslawskaya District and the teachers of DDR (Leipzig District)
August 1958
The translation provided by Zozlo is not complete.
This is a paper (sort of ID) that describes the owner as an Executive Officer of Chief Political Department (GPY - Glavnoe Politicheskoe Upravlenie) in the district of Batum (now Batumi, Georgia). Person's name is Vlad Dhobadze (Georgian last name). And at the end it states that comrade Dhobadze can carry any type of weapon with him.

I am not sure if people tend to check the translation of the award documents against the original, but look at this - the interpreter downgraded the wounds of the awardee! :laff
The fragment is taken from research for a Red Banner to Major Natoptanyi. (the original says: ... A heavy wound in September ...) Sergei
PS Just thought it may be a good idea to have a thread where people can ask translation-related questions
