I have recently obtained a set of soviet navy junior officer parade shoulder boards. They still have the factory string that attaches them together and have no stars on them. What confuses me is that these are 1.5 cm longer than the other jacket boards (on both long sides)! I am very confused, are these great coat boards? If so did officers wear parade shoulder boards on their great coats? I thought they wore the black boards on their coats like the person shown below. I know the cap does not match the coat ok?

If I remember correctly - the soviet shoulderboards were made in few sizes - simply because the jackets had various sizes.
As for the parade boards on overcoats - I don't know for the navy, but in the ground forces the officers had to wear parade (gold) shoulderboards on overcoats during parades in Moscow, Leningrad and hero cities.

ok then, the back says has a stamp with one big number, 18. It is also dated 1982.

That "18" may be the size in cm. I can't tell for sure, but i have checked 2 pairs I have at hand - they have 17 and 16 and in both cases that is their length.

OK thanks. Can someone get me a ratio of the shoulder board size to uniform size?

I don't have, but it would be enough to check how long is the distance from the beggining of the collar to the beginning of the sleeve and compare it with the board's length.
But in fact I have seen an original jacket which had longer boards than it should - must have been uncomfortable to wear, but still looked OK.

Army officer greatcoats usually had grey-blue shoulderboards, except in the instances mentioned above. Navy officer greatcoats had black shoulderboards. Both with appropriate branch-of-service color stripes. The picture seems accurate.
