Here is the Police Academy Graduation Badge of the Ministry Of Internal Affairs. Awarded for successful completion of the officer course of the Police Academy.

This is a Type 1. The Type 2 has been designed but may not have yet been produced/issued.

A heavy, solid, two piece construction with hard enamel produced in the Russian Federation.
