Just for the information - GTO 2nd class
This is very rare, and more difficult to find than 1st class.
This badge is silver and the number (240!!!) matches the number on the document (Gramota)

Here's a GTO badge I've had for a while, and a document that I just got.
BTW, this is the only thread I can find for this type material so I post here.
The badge is from the 1946-1961 series and the document is dated 1947.

Here is a little of what I can make out:

I just found (purchased) very rare BGTO Badge and BGTO Citation (Gramota)

No. They are not military.
They are just Sport Badges 2nd and 3rd Class for adults
