It read "za chlena" which means "for member".

So awarded on behalf of a member of the Military Soviet Of The Siberian Military Okrug Colonel Zahar'chev.

Not the Commissar but just a "member".

This much I can decipher, however for the unit designation/stamp (Commander of the 5th . . . Order of Kutuzov Brigade) and identity of the Colonel/Hero I need assistance, please. . .
