I also noticed that. The box is made for star shaped awards which are not the usual shape of PMR awards. There may have been 15,000 of this award (silver and gold) combined produced but that would seem a rather high number for an area with such a low population.

There are certainly more questions than answers arising here.

Here is an "official portrait" of Head of Criminal Police of the MVD PMR, Lieutenant Colonel Stanislav Vjacheslavovich Romanjuk wearing amongst other awards the Silver Class of this award. Romanjuk was born on the 8th September 1979 in Bender so is not only too young to be a veteran of the Great Patriotic War but is also too young to be a veteran of the war of 1991-2.

This would suggest that the Gold Class was for actual veterans of the Great Patriotic War and the Silver Class was for officials and service personnel that contributed to the celebration of the 65th anniversary in some form.
