Order "For Distinguished State And Community Service".

Does anyone have any idea what this Albanian award is? I found two of the three classes for sale and the seller calls it an "Albanian Communist Order for State and Civic Services" but in this section there are two threads with similar titles yet no awards that look like this.

This is a fairly elegant medal in its simplicity and if anyone knows more about when and why this was awarded, I would really appreciate the information.:)
