The 4th March 1980 Ukazes were for Agricultural workers - No mention of plans or competitions, so possibly long service.
Here is the booklet for #271916. Awarded to Efim Matveevich Kolomytsev on 11th April 1958 "For outstanding achievements in the development of agriculture and the pursuit of excellence for the production of grains, sugar beet, meat, milk and other agricultural products." Kolomytsev was born in 1914 and had been a Captain, commanding an artillery battery and awarded the Order Aleksandr Nevskij twice (1944 and 1945) and Patriotic War II (1944) after recovering from being heavily wounded in 1941 and lightly wounded in 1943.
