Now that is something I NEVER saw before. Either someone grabbed a lot of rare and genuine files, or it is a hoax:

"Includes a 211 page plus complete file on Soviet Instructions during time of Nuclear War in Riga,Latvia.Even has lists of equipment for SPYS inside LATVIA in the event of attack!!!!!!!WOW!!! Has the HIGHEST levels of SECRET information.Includes percentiles of people who will be killed in a NUCLEAR attack!!How many will be killed,depending on time of day,and on and on!! HOLY MOTHER OF GOD! Even has instructions on how to ORDERLY deal with various categories of the dying after a Nuclear attack!!!!!Also indicates only 6% of the population is expected to be "salvageable" after an attack.Indicates they only have equipment for 25% of all children in Riga,so the other 75% will just have to expire.No doubt one of the MOST interesting files I walked away with in my time there!!Indicates 25,000 will die minimally from the TIDAL WAVE brought on by the attack!!
