Help identifying this uniform

Hi,

I just came across this forum and hoping someone can help. Back around 1992 I picked up this uniform from a woman (early to mid 50's in age) who ran a small gift shop. She said it was her fathers. I've had it put away for awhile. I just came across it while cleaning.

Can anyone help me identify this? I believe it's a Lt. Colonet of armour, but beyond that I know nothing. I'm looking to try and date the uniform, find the signifigance of the red stripe on the pants as well as get an idea of what the going price would be.

Any help would be greatly appreciated!
