KGB at sea and oops!
I recently acquired these badges courtesy of Larry (of the "magic drawer" fame) and until I photographed them, I never noticed a little mistake.
I'm new to collecting these badges (despite my tendency towards all things KGB and law enforcement), and I can read them - pretty self-explanatory. In the first picture, the two badges are the same except for banner color and sky color. Is there a meaning behind this? In the second phot, you can see the "veteran" badge is not the same quality as the others from the lettering. Anybody know who made these types of badges? First the regular KGB border guard afloat badges (pin back) before the odd one:
