Unknown banner

Dear all,

I am new on your nice forum. I am a beginning collector of Soviet awards and other memorabilia. At the moment I only own a few medals, orders, badges, militaria and propaganda, but maybe I post my researched ORB one of these days (it has a rather nice story I think).

Today I bought this banner on a known auction website. I payed 35 dollars for it, was this a good deal?

I already know what was on one side, it says: 'Arms of the Union of Soviet Socialist Republics'. Does anyone know what the other side means, and what the purpose of this banner is?
