Sporting/Physical Education Insignia.

Here is a piece of sporting insignia. I have no idea if it is a collar tab or a cockade or what "service" it is supposed to represent but it is of a superior quality to any armed forces cockade I have encountered. Copper and hard enamel.

Ministry Of Physical Education maybe?
