Badge "Excellent In Education".

You may notice the repaired enamel at the top, but those relatively well-repaired badges weren't easy to find. The Moldavian SSR Excellence in Education

It seems to often be the case that those republics that were mostly behind the USSR made use of the Moscow and/or Leningrad Mints, whereas the less content republics (Ukraine, the Baltic States) used their own state or even local mints - just an observation.
