Certainly not even close to official, and I'm ony assuming it's Soviet considering the source. The central tank motif is very similar to the Soviet collar or shoulderboard device and almost exactly the same size.

Could this be a ГСВГ commemorative badge??? The ГСВГ being Group of Soviet Forces in Germany (Группы Советских войск в Германии)?
