Medal "Soldier-Internationalist From The Grateful Afghan People".

Hi All
I wonder what you make of these? I have seen several of these documents unissued but never seen one which I *know* to be legit.
These two are filled in, but not stamped. Is this normal?

Are they real or filled out by someone trying to increase their value? :confused:
