The hat appears to be fine. The hat tag matches up with the Odessa factory. 1990 is very late and it might never have been issued. Although these hats were issued and worn until the mid to late 1990s.
Enlisted hats never had the very large crowns. Proper issue officer hats did have slightly larger crowns, but the biggest seem to have been private purchase ones.
