When you think piping you think high quality piping. But without a better photo this could be a poor job just to improve sale. If someone will buy... well that is hard to say when "improve" your tunic. But the "rare" stuff always finds a buyer on E-bay, you just have to leave it there long enough.
Maybe I should "improve" my navy tunic just to see if it looks the same :D
Perhaps we should leave this tunic now.... Don't think we will get any closer without buying it and I wouldn't wish that ugly tunic on any collection.
