That is exactly why I am suspicious, 12th convocation had 105 members and badges are widely available, but never with document, while 11th convocation had 285 members, badges are difficult to find and usually come with document.
I suspect that the badge making factory had the original dies and made lots of duplicates to help recapitalize when the factory was privatized after the fall of communism. I wrote them many years ago to ask if they still had the dies and if they would make me more badges, and I got a very angry response.
