First, it is a post USSR period RUSSIAN medal.
According to a booklet named "Russian federation decorations 1991-1997 (By Marjan Furlan, Marty Goodman & Adam Livingstone - B/W scans, looks like home made reference material) it was issued in 1997, and about 200 issued in that year.
I also saw this medal, and appreceate it if you could have it PROPERLY scaned and put the picture here.
I can't see a mint mark in the scan you submitred. is ther one on the medal or the ring?
