Mongolian Orders were also made in Ulan Bator and at the Hungarian mint in Budapest so minor differences are bound to occur.
Also if you use the example of the Republican Red banners they were also made in several small factorys/Workshops and show a lot of various small changes to the Orders, however they are not called fakes.
According to Herfurth the awards from Moscow and Leningrad Mints can be identified through their design and Occasionally, by the stamp of the mint.
