82,xxx - If I was a bettin' man (after looking in EOW), I'd say it was issued on 30 December 1948, or less likely most any date in mid/late 40's. It seems like these non-combat awards were often issued on given days (I guess a big awards ceremony or an "honors list"?) in the various republics at certain times of the year. As an example, Christmas Day was a big favorite awards day for labor awards in the UzSSR from what I've seen in award booklets from the 60's through the 80's.
Also, this could additionally easily be a long service award. If so, I think there may be many other awards (Lenins, Red Banners, Red Stars, and CSM's) given on the same day. Then again, who really knows without a doc or some sort of research?
