Gents,

I have a very silly question. But one that i want to ask to make sure i'm correct.

This medal for Transforming the Non-black Earth, was awarded to agriculture workers for 3 years work on the Non-Black Earth of the RSFSR.

Here comes the stupid part!

Does this just mean, any area of the RSFSR that wasn't in the "Central Black Earth Region"? Ie the small (in comparisson) area near the Ukranian border?
