It was basically for working on agricultural land that did not have Chernozemic soil, trying to make the land more fertile and productive. With higher demands for produce less productive land was forced to produce greater yields.
There was recovery of land as well as throwing chemicals at the problem and various other techniques. There were varying levels of success.
Work on the "Black Earth" will have been treated with the usual array of labour awards. The "non-Black Earth" workers also got this in the bargain.
