It's on a Ukrainian suspension, but if it was an official Ukrainian medal, the inscription would have to be in Ukrainian and it is in Russian. The word for "years" you see on the box, "let" would have to be "rokiv". Again, it may be made in Ukraine or even issued in Ukraine, but it is NOT an official Ukrainian award.
