that's what I mentioned: The ordinary "Marshall of the CCCP" got at least one HSU. The middle group got the shoulder boards for so called political merits or adminstrative. Yazov was too late, but at least he got a Nevsky in WW II. Kulikov for example got his HSU under Breznev.
