Difficult to say, but I find the embroidery too "new" compared with the rest of the jacket, and the piping around the collar too. Might it be that VP General's jacket I saw in St Petersburg that was "under repair" at the time (collar and cuff-less to be precise)? :D
What is that stuff on the cocarde and some of the embroidery? It looks like it could be some type of artificial toning to me.
