As both these guys are wearing Soviet Awards (ORB screwback it seems) I guess when the picture was taken they probably were on the side od the Reds for some time, in order to perform the deeds that explain the Awards, right? In that case it's indeed hard to understand why they were still using Tsarist uniforms!
Unless they were part of some special Group who infiltrated the Tsarist side (the Whites, during civil war, right?) desguised with Tsarist uniforms, and the picture was taken right after the mission was accomplished!
Or the pic was taken in the very early days of civil war and there was a lack of Soviet uniforms for everyone and they were allowed to dress in their former Tsarist uniforms!
