I dont know about the ribbon, mine came without and the one I got was issued without ribbon. See it like this: WHAT does the text describe? THE item to which it belongs, ie. the copy, not an original item but an item made by "them". The paper does not say that the item actually is a Order of Lenin made by Monetnij Dvor, it just says that the item is authentic. The paper I got says on the front "CERTIFICATE OF AUTHENTICITY" - THE ORDER OF LENIN.
The one I have also came with a document, and nowhere it says that one it is a COPY either (of _the_ Monetnij Dvor Order of Lenin)... It is a mess and it is not really fair play.
I am not arguing wether it is a copy or not, and I agree with your point; I am just trying to explain what I think it is meant to be
