Photographs Of Recipients Of Soviet Awards/Service Personnel.

I just picked up a photo of a general. The wierd thing is that it is glued to a card and there are various measurements and such around it. The guy I got it from said the markings indicate that it was a photo used in a newspaper, etc. He also tells me that he originally acquired from Paul McD. Thoughts?

Also, the buttons dont seem to have the hammer and sickle--anyone know why?

If someone can translate what it says on the back, that'd be appreciated too :)
